From 1 March 2016 onwards, aviation services are governed exclusively by competition law as provided for in the Malaysian Aviation Commission Act 2015, particularly Part VII (Competition) of the Act. As the competition law authority for aviation services, MAVCOM will issue Guidelines in the exercise of its power under section 65 of the Act to explain the analysis used and factors considered by MAVCOM in implementing Part VII of the Act.
MAVCOM welcomes any written feedback and comments on the draft Guidelines on Substantive Assessment of Mergers and draft Guidelines on Notification and Application Procedures for an Anticipated Merger or a Merger. Consultation Paper on the Proposed Amendments to the Malaysian Aviation Consumer Protection Code 2016 (MACPC) (Closed)
As part of the Commission’s continuous efforts, the Commission has observed several areas within the MACPC which require further improvements and refinement in ensuring that the rights and interests of consumers are safeguarded. This Consultation Paper outlines details of the proposed amendments to the MACPC. Any feedback and comments are welcomed. The deadline for submission of feedback is by 22 March 2018.
MAVCOM is currently developing a cost-based Aeronautical Charges Framework which shall serve as the long-term methodology for setting airport charges for all commercial airports in Malaysia. MAVCOM had announced the plan to develop this framework to the industry in August 2017 and the data gathering process has already commenced. This Information Paper is intended to provide an overview of the concept of the framework. MAVCOM welcomes any feedback and comments on this Information Paper. The deadline for submission of feedback is by 9 March 2018.
