DCA issued provisional suspension to Rayani Air and MAVCOM to evaluate their commercial standing
The Department of Civil Aviation (DCA) today issued a provisional suspension to Rayani Air, Air Operator Certificate (AOC) No. 54 effective immediately. The suspension is stipulated under Regulation 87(1) of Malaysia Civil Aviation Regulation 1996.
DCA will undertake a full administration and safety audit of Rayani Air’s state of operations, to assess its compliance with the AOC. In this regard, Rayani Air will be asked to present its case before DCA suspend or revoke its AOC.
Prior to this provisional suspension, the DCA has issued two warning letters to Rayani Air on the noncompliance and poor service levels. However, despite multiple warnings, Rayani Air has contravened conditions of their AOC.
If an airline intends to cease operations, they must provide at least 6 months notice to the DCA. Under the regulation, only DCA is empowered to suspend airlines.
With the provisional suspension of Rayani Air’s AOC, MAVCOM, which now governs Air Service Licenses (ASL), will perform an evaluation of Rayani Air’s commercial standing and capabilities to determine Rayani Air’s ability to continue as an ASL-holder.
The DCA, the Ministry of Transport and MAVCOM are working with all relevant parties to help resolve passenger complaints.
