Changes in the civil aviation regulatory regime relating to Ground Handling Companies
Pursuant to section 103(1) of the Malaysian Aviation Commission Act 2015 (“Act”), MAVCOM has decided to extend the authorisation period to carry out ground handling services pursuant to any agreement (“Agreement”) entered into by any person prior to 1 March 2016 from twelve months to fifteen months from 1 March 2016 subject to the validity period of such Agreement. Therefore, authorised person(s) under section 103 of the Act can operate ground handling services until the expiry of their Agreement or 31 May 2017, whichever is earlier. This is provided certified copies of all the Agreements which the person(s) previously may have entered into are submitted to MAVCOM by 31 August 2016.
As such, it is advised to submit a ground handling licence application to MAVCOM at least ninety days prior to the expiry of the Agreement or 31 May 2017, whichever is earlier. The application will be considered as new application. An earlier submission is advisable.
