How Are Airlines’ Performance Data Measured?

The Commission continuously monitors airlines’ performance. Effective 15 April 2024, flight departure data from KL International Airport Terminal 1 and Terminal 2 (KUL T1 and T2) is made available on this website.

Metrics Used to Evaluate Airline Performance

The metrics used to evaluate airline performance are as follows:

On-time performance (OTP)Airlines are required to achieve a minimum of 85% OTP every month.

(Domestic & International flights)

Flights operated on time: Flights that depart within 15 minutes of the scheduled time of departure (STD)
Flight delay: Flights that are rescheduled for more than 15 minutes within 24 hours of the STD would be reported as a flight delay

Flight cancellationAirlines are required to operate a minimum of 80% of their scheduled flights every month.

(Domestic flights)
Operated flights: Flights that are active within 48 hours and operated by the airline
Flight cancellation: Flights that are cancelled within 48 hours from the STD
